The caption does not contrast well with the water at the bottom of the image, so the image number is a guess.
The Grand Trunk Pacific dock burned on July 30, 1914. The Smith Tower, visible to the left of the image, means that this photo was taken in 1914 or later, so it probably shows the July 30 fire. The photographer must have chosen the location of the boat from which the photo was taken so that the Smith Tower would be visible. We know of at least one wider view of this image, so Otto might not have taken the photo.
The Washington State Fire Service Historical Museum reprinted this image in 1968:
