Here are two different images of the dedication of St. James Cathedral in 1907. They were taken at different times, since the perspectives are slightly different. Apparently Otto was on a platform or the roof of an adjacent building, because the pictures were taken from well above street level.
The latter image was also printed without a number. The signature reads "O.T. Frasch Photos," which is unusual:

There is also an Image X47 (X47 - Looking Northwest on A.Y.P.E. Grounds) printed on behalf of the American Post Card Company. It uses a photo taken by Frank Nowell, the official photographer for the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition.
