This is a photo of some gardens on the grounds of the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition. Presumably Mt. Rainier would normally be visible at the other end of the garden, but not in this photo.
There is also an Image 216 (216 - Lake Cushman) showing the lake near Lilliwaup, where Otto's wife and daughters lived while he worked in Seattle. Perhaps Otto reused the image number because no one would be interested in an A.Y.P.E. card after the exposition ended.
