"Atlantic Fleet" probably refers to the visit of the Great White Fleet in 1908. The card was postmarked May 27, 1908, the day the fleet left Seattle.

There is also an Image X39 (X39 - Manufactures Bldg. A.Y.P.E.) from the 1909 World's Fair held in Seattle, the Alaska Yukon Pacific Exposition. Perhaps Otto reused the image number because no one would be interested in an A.Y.P.E. card after the exposition ended.
